Community, collective and commercial IXPs: understanding the models without pitting them against one anotherWho actually owns the platforms where European networks interconnect? The answer does not lie in a distinction between non-profit and commercial IXPs. Behind the same term lie very different organisations : member organisations, foundations, universities, research networks, telecoms operators, data centre groups and specialist private companies. Our new article offers a clear analysis of a subject that has been reduced to simplistic generalisations. It encourages us to distinguish between 4 key dimensions : who controls the organisation, who actually operates the infrastructure, what services it provides, and the rules governing how networks participate in it. This framework helps to explain why a company can be run professionally whilst remaining owned by an association, or why a public, academic or private sector organisation can play a major role in interconnection. Through a European overview, the article examines the models of AMS-IX, LINX, DE-CIX, France-IX, Netnod, VIX, SFINX, Equinix IX, NL-ix, MSK-IX, MegaIX, NetIX and many others. It also examines the cases of Nine-IX, which presents itself as a European IXP and Ethernet fabric, and Hopus, whose routed interconnection service deserves to be methodologically distinguished from a simple Layer 2 peering fabric. The charts, the map and the reading diagram The elements accompanying this analysis are not intended to rank platforms. They highlight the diversity of regulatory frameworks within the European ecosystem. Above all, they serve as a reminder that legal status alone is not sufficient to determine a platform’s neutrality, technical quality, transparency or capacity for innovation. These elements can be found in the articles of association, access rules, peering policies, member representation, operational commitments and governance practices. This analysis therefore aims to move beyond simplistic labels and ask the right questions. Whether you are an operator, a hosting provider, a content provider, an institution, a local authority or simply an observer of the ecosystem, understanding these models helps you to better interpret the interconnection choices that shape the European internet. Read the full article to explore the facts, nuances and useful benchmarks for making an informed comparison. Essential reading for a better to understand the choices that shape, on a day-to-day basis, the resilience and dynamics of interconnection.
