Ao agregar, com base na PeeringDB, a capacidade das portas de dez das redes CDN, de nuvem e de conte\u00fado mais presentes nos IXP \u2014 Akamai, Meta, Amazon, Hurricane Electric, Cloudflare, Fastly, Microsoft, Google, Netflix e ByteDance, elaborou uma classifica\u00e7\u00e3o dos pontos de interconex\u00e3o mundiais com base na capacidade que estas redes efetivamente implementaram nesses locais. A m\u00e9trica \u00e9 simples, mas reveladora: mostra onde as redes que geram a maior parte do tr\u00e1fego de grande p\u00fablico optaram por colocar a sua periferia de peering p\u00fablico.<\/p><p>Os n\u00fameros s\u00e3o de dar vertigens. A Akamai, por si s\u00f3, mant\u00e9m 79 Tbit\/s de capacidade de peering p\u00fablico distribu\u00edda por 248 pontos de interc\u00e2mbio. O IX.br de S\u00e3o Paulo lidera o ranking mundial com 22,8 Tbit\/s de capacidade CDN agregada, mais do dobro do segundo classificado, o DECIX de Frankfurt. Cinco pontos de interc\u00e2mbio (IX.br S\u00e3o Paulo, DE-CIX Frankfurt, Equinix Singapura, BBIX T\u00f3quio e IX.br Rio de Janeiro) acolhem a totalidade das dez redes analisadas.<\/p><p>Mas, para aqueles de entre n\u00f3s que trabalham na \u00e1rea da interliga\u00e7\u00e3o em Fran\u00e7a, o resultado mais marcante n\u00e3o \u00e9 saber quem figura no ranking. \u00c9 saber quem n\u00e3o nele figura.<\/p><h2>O \u00abP\u00bb que falta<\/h2><p>H\u00e1 vinte anos que a hist\u00f3ria da interliga\u00e7\u00e3o europeia se escreve com a sigla FLAP: Frankfurt, Londres, Amesterd\u00e3o, Paris. De acordo com os dados de Ga\u00ebl, a Europa conta com cinco pontos de interc\u00e2mbio no top 30 mundial: Frankfurt, Londres, dois em Amesterd\u00e3o e Mil\u00e3o. Paris est\u00e1 ausente. A quarta posi\u00e7\u00e3o europeia n\u00e3o \u00e9 ocupada por um ponto de interc\u00e2mbio parisiense, mas sim pelo NL-IX, e a quinta pelo MIX, em Mil\u00e3o.<\/p><p>Vamos ter cuidado com esta m\u00e9trica: trata-se da capacidade das portas implementadas por dez redes espec\u00edficas, n\u00e3o do tr\u00e1fego, nem do n\u00famero de participantes, nem da relev\u00e2ncia econ\u00f3mica.<\/p><p>O France-IX continua a ser um ponto de interc\u00e2mbio em boa forma, com uma comunidade s\u00f3lida.<\/p><p>Mas a capacidade de tr\u00e1fego \u00e9 onde as CDN votam com o seu dinheiro, e o voto \u00e9 inequ\u00edvoco: as dez maiores fontes de conte\u00fado da Internet consideraram, em conjunto, que Paris n\u00e3o necessitava da mesma escala de peering p\u00fablico que Frankfurt,<\/p><p>Amsterd\u00e3 ou Londres, nem S\u00e3o Paulo, Joanesburgo ou Mumbai.<\/p><h2>N\u00e3o \u00e9 um acaso. \u00c9 uma arquitetura.<\/h2><p>O bar\u00f3metro de interliga\u00e7\u00e3o da ARCEP tem vindo a registar esta anomalia francesa h\u00e1 v\u00e1rios anos. O tr\u00e1fego de entrada nas redes dos principais FAI franceses atingiu 50,8 Tbit\/s no final de 2024, o que representa um crescimento de 9,2 % em rela\u00e7\u00e3o ao ano anterior. Mas vejamos como \u00e9 que este tr\u00e1fego chega: na edi\u00e7\u00e3o de 2024 do bar\u00f3metro (dados do segundo semestre de 2023), cerca de 54 % entrava atrav\u00e9s do tr\u00e2nsito, cerca de 45 % atrav\u00e9s do peering privado e apenas <strong>1,2 % atrav\u00e9s do peering p\u00fablico<\/strong> nos pontos de interc\u00e2mbio. O volume de peering p\u00fablico chegou mesmo a diminuir um ter\u00e7o, voltando ao n\u00edvel registado h\u00e1 cinco anos.<\/p><p>A explica\u00e7\u00e3o estrutural \u00e9 bem conhecida. Uma parte significativa do \u00abtr\u00e2nsito\u00bb \u00e9 interna ao grupo Orange: trata-se do tr\u00e1fego que flui da Open Transit International, o Tier 1 da Orange, para a RBCI, a sua rede de recolha dom\u00e9stica. Acrescentemos a isso um mercado de ISP concentrado em torno de quatro operadores nacionais, uma forte cultura de interliga\u00e7\u00e3o privada e de peering pago, e a implanta\u00e7\u00e3o massiva de caches CDN on-net no interior das redes dos ISP: obt\u00e9m-se um pa\u00eds onde o conte\u00fado chega de forma muito eficiente aos utilizadores, mas quase inteiramente fora da estrutura p\u00fablica, neutra e multilateral que os IXP oferecem.<\/p><p>Curiosamente, o estudo de Ga\u00ebl identifica o mesmo padr\u00e3o noutros locais: a aus\u00eancia de pontos de interconex\u00e3o australianos no top 30 \u00e9 atribu\u00edda a um mercado de FAI concentrado, servido por caches profundos. A Fran\u00e7a n\u00e3o est\u00e1 sozinha; \u00e9 simplesmente a maior economia europeia a ter organizado a sua interliga\u00e7\u00e3o desta forma.<\/p><h2>Por que \u00e9 que os restantes dados deveriam incentivar os IXP regionais<\/h2><p>Se o estudo se limitasse a confirmar a posi\u00e7\u00e3o singular de Paris, seria apenas uma curiosidade. O que o torna estrategicamente interessante para a comunidade FRNIX s\u00e3o tr\u00eas li\u00e7\u00f5es retiradas de outras regi\u00f5es.<\/p><p><strong>O modelo distribu\u00eddo funciona.<\/strong> A NL-IX, quarta na Europa em capacidade CDN implementada, n\u00e3o \u00e9 um gigante centrado numa \u00fanica metr\u00f3pole. Trata-se de uma rede distribu\u00edda que abrange mais de 83 locais em cerca de uma d\u00fazia de cidades e mais de oito pa\u00edses. A conclus\u00e3o de Ga\u00ebl merece ser destacada: as arquiteturas de interc\u00e2mbio distribu\u00eddas poder\u00e3o, cada vez mais, complementar, ou mesmo substituir parcialmente, o modelo tradicional do ponto de interc\u00e2mbio centrado numa \u00fanica metr\u00f3pole. \u00c9 precisamente esta a tese que est\u00e1 na base de uma federa\u00e7\u00e3o de pontos de interc\u00e2mbio regionais. O valor da interliga\u00e7\u00e3o n\u00e3o se destina a concentrar-se num \u00fanico edif\u00edcio de uma \u00fanica capital.<\/p><p><strong>As bolsas comunit\u00e1rias podem atingir o n\u00edvel mais elevado.<\/strong> Tr\u00eas das principais plataformas norte-americanas do ranking \u2014 a SIX Seattle, a CIX Atlanta e a FL-IX Miami \u2014 s\u00e3o pontos de interc\u00e2mbio associativos, sem fins lucrativos, que operam no mercado da Internet mais comercializado do mundo. A escala e a governa\u00e7\u00e3o comunit\u00e1ria n\u00e3o s\u00e3o incompat\u00edveis.<\/p><p><strong>Uma estrat\u00e9gia nacional coordenada traz resultados espetaculares.<\/strong> O Brasil conta com 3 pontos de troca entre os 6 maiores do mundo. O modelo da IX.br, uma rede nacional coordenada com uma forte presen\u00e7a local, de S\u00e3o Paulo a Fortaleza, tornou o peering p\u00fablico o principal mecanismo de distribui\u00e7\u00e3o de conte\u00fados do pa\u00eds: s\u00f3 a Meta disponibiliza 6,4 Tbit\/s em S\u00e3o Paulo. Um pa\u00eds decidiu que o tr\u00e1fego deveria ser trocado localmente, construiu a infraestrutura necess\u00e1ria para isso e as CDNs seguiram o exemplo.<\/p><h2>O que isso significa para n\u00f3s<\/h2><p>A Fran\u00e7a disp\u00f5e de uma excelente rede de fibra \u00f3tica metropolitana, de um ecossistema denso de centros de dados, de cabos submarinos que chegam a Marselha e de uma das taxas de ado\u00e7\u00e3o do IPv6 mais elevadas do mundo. O que lhe falta n\u00e3o \u00e9 a infraestrutura: \u00e9 uma cultura de interliga\u00e7\u00e3o que valorize a troca p\u00fablica e neutra de tr\u00e1fego o mais pr\u00f3ximo poss\u00edvel dos utilizadores, em Toulouse, Lyon, Marselha, Bord\u00e9us, Lille, Nantes e noutros locais.<\/p><p>Os dados mostram que a oportunidade \u00e9 real. As CDN est\u00e3o comprovadamente a investir no peering p\u00fablico nos locais onde os ecossistemas locais o justificam, no Brasil, em Joanesburgo, em Mumbai e em Seattle.
