The study published in June by Gaël Hernández on RIPE Labs ranks global exchange points according to the actual peering capacity deployed by the ten largest CDN, cloud and content networks – Akamai, Meta, Amazon, Cloudflare and the like. The verdict can be summed up in one sentence: in the world’s top 30, Europe ranks Frankfurt, London, Amsterdam and Milan. Not Paris.

The famous FLAP has lost its ‘P’. And this is no accident: it is a design feature. ARCEP’s barometer documents this year after year: in France, just over 1 % of incoming traffic at the major ISPs passes via public peering. The rest goes via transit – largely within the Orange group – via private interconnection and via caches deployed at the heart of the networks. Content reaches users efficiently, but almost entirely outside the the public, neutral and multilateral framework provided by exchange points.

Should we be concerned about this? No, we need to look at the rest of the data. Because this same study reveals 3 lessons that clearly validate our model. NL-IX, Europe’s fourth-largest internet exchange in terms of CDN capacity, is not a single, metropolitan giant but a network spread across a dozen cities: the distributed model works. SIX Seattle, CIX Atlanta and FL-IX Miami, which are community-run internet exchange points, rank amongst the leading North American platforms: community governance and scale are not mutually exclusive. And Brazil, with three exchanges in the global top six thanks to IX.br’s coordinated national strategy, proves that a country which decides to exchange its traffic locally will see CDNs follow suit.

France has fibre-optic networks, data centres, the Marseille cables and the world’s highest IPv6 adoption rate. What it lacks is not infrastructure, but a culture of local exchange in Toulouse, Lyon, Marseille, Bordeaux, Lille and Nantes. This is precisely the raison d’être of our regional exchanges and their federation: to unite rather than fragmenting, to embed each exchange point within its local community, measure and publish in order to appear on the map consulted by CDNs.

The fact that Paris is not in the top 30 is not a verdict. It is a snapshot of twenty years of choices, and a invitation to make more.

IXPs serving local areas: resilience, performance and attractiveness in the Greater West

What if the your region’s digital performance took place just a few kilometres from your home, rather than in Paris or Frankfurt? That is the challenge being taken up by three organisations in western France: Breizh-IX in Rennes, Ouest.Network in Nantes and BrestIX in Brest.

Three different models, one common goal: to enable operators, businesses and local authorities to'exchange their traffic Local internet, without any unnecessary detours. In Rennes, Breizh-IX is set to achieve a first for France by connecting all the public data centres in the metropolitan area, with the support of the Metropolitan Authority. In Nantes, Ouest.Network is fostering a dynamic technical community, organising regular events and has already connected the two metropolitan areas via 3 milliseconds. In Brest, BrestIX was born out of a strong commitment on the part of the City Council and the Chamber of Commerce and Industry, with 3 locations right from the launch, with a community that’s already on board.

These facilities are not just for technicians: they are a resilience tool for public services, a key driver of attractiveness for businesses, and a concrete argument for to embed the digital economy in local areas.
